CALL TO ORDER, ROLL CALL, AND MEETING NOTICE
Mr. Schafer called the meeting to order at 9:05 a.m. Four members were present at the time of roll call. A quorum existed to conduct official business. Mr. Schafer stated that the meeting notice was posted to the NITC and Nebraska Public Meeting Calendar web sites on July 17, 2002 and that the meeting agenda was posted to the NITC Website on August 9, 2002.

There was no public comment.
APPROVAL OF JULY, 2002 MINUTES
A spelling error was corrected on the minutes.
Ms. Decker moved to approve the July 10, 2002 meeting minutes as corrected. Mr. Langer seconded the motion. Roll call vote: Decker-Yes, Langer-Yes, Schafer-Yes, and Golden-Yes. The motion was carried by majority vote.

Mr. Beach was not available. The presentation was tabled until the next meeting.
STANDARDS AND GUIDELINES – GROUPWARE ARCHITECTURE, SECURE EMAIL FOR STATE GOVERNMENT AGENCIES (PDF k)
The issue of confidentiality and secure e-mail was brought to the State Government Council by the Department of Health and Human Services. The council organized a committee to work with IMS on the issue. The proposed solution was a Web-based, secure electronic document exchange system to be developed by IMS. At their August 8th meeting, the State Government Council approved the draft guideline recommending this system. If approved by the Technical Panel, it will be posted for a 30-day public comment.
Dr. Horn arrived at 9:07 a.m.
It was recommended to table this item until the next meeting. The Technical Panel made the following recommendations:
BUDGET REVIEW TIMELINES (PDF k)
The deadline for budgets requests may be changed to as late as October 15th. Technical reviews of budget requests will need to be completed shortly thereafter.
INFORMATIONAL ITEMS/UPDATE
Wireless. Ms. Decker reported that the Advisory Group has not met yet. A meeting has been scheduled for August 26th.
Network Architecture Work Group/NETCOM. Ms. Decker reported that the Division of Communications is working with the University of Nebraska on finalizing issues for the Scottsbluff Pilot Project.
Nebraska Network Work Group (PDF k). Mr. Schafer reported that the Nebraska Network Work Group met on Monday, August 12th, to review the draft document.
Security Architecture Work Group. Mr. Schafer reported that the Work Group is continuing its efforts with disaster recovery. The Security Awareness Day held on July 15th was successful.
Accessibility. Dr. Horn reported that a $1 million grant has been submitted for the Web-based training.
Application Implementation Work Group. Mr. Weir is developing the charter.
AET’S EMERGENCY RESPONSE NETWORK PROPOSAL

Dr. Vrbicky and Mr. LaPoint met with the Lieutenant Governor regarding a proposed public health emergency preparedness and response network. The Lieutenant Governor requested that the Technical Panel receive the information for a technical review of the system.

The meeting of the NITC Technical Panel will be held on Wednesday, September 11, 2002, at 9:00 a.m., Varner Hall-Regents Board Room, 3835 Holdrege Street, in Lincoln, Nebraska.
Mr. Schafer adjourned the meeting at 11:45 a.m.
