Special Achievement in GIS Award Goes to...

Organizations in Nebraska have a long history of earning SAG (Speical Achievement in GIS awards.

In 2024, Dougals County GIS won for their work extracting ADA curb ramps throughout Douglas County and the City of Omaha. They used ESRI's Deep Learning geoprocessing and high-resolution imagery. They created a Deep Learning Model and high resolution aerial orhtophotography to detect and extract ADA curb ramps. A Mask Region-based Convolutional Neural Network (Mask RCNN) was trained using 753 ADA curb ramps training samples. The model was then run against the countywide orthophotography.

The Department of Natrual Resources (NeDNR) and Nebraska Emergency Management Agency (NEMA) won a SAG award in 2024 for their work on the Nebraska Real-Time Flood Forcasting (NeRFF) Application, built with funding from the Federal Emergency Management Agency (FEMA) and the State of Nebraska. Users are able to view flood inundation boundaries in their communities based on current and potential flood stages. The application was designed using ArcGIS API for Javascript 4.X technology to build a custom web applicaiton (web and mobile).

GIS Council

The GIS Council develops strategies, standards and policies as it relates to the creation and use of geospatial data and geographic information system technologies for Nebraska. The council's interagency and intergovernmental coordination efforts focus on facilitating data sharing, coordinating joint database development, developing GIS enterprise services, data and system standards, and education. The council represents interests among state, local and federal government agencies and other stakeholders needing access to data. The council is affiliated with national coordination efforts through the Federal Geographic Data Committee and the National States Geographic Information Council.

Geospatial Nebraska

The Geospatial Nebraska Initiative, a rebranding of NESDI, focuses on improving statewide geospatial operations. Its goals include establishing policies for geospatial management, optimizing technology and data to tackle state challenges, and supporting investment by providing authoritative data and tools for decision-making. The initiative also promotes data sharing through NebraskaMap.gov, advances GIS adoption with outreach and education, and ensures efficient resource use for sustainable GIS governance. Overall, it aims to enhance collaboration and decision-making across Nebraska.


Nebraska Spatial Data Infrastructure (NESDI)

The NESDI comprises of geospatial data layers that have multiple applications and are used by a vast majority of stakeholders. These layers meet quality standards and have data stewards to maintain and improve the data on an ongoing basis.


NebraskaMAP Initiative

NebraskaMAP is the public's access to geospatial data in Nebraska. It is responsible for being the only authoritative clearinghouse for state government data.


Boundary Workgroup

Reviewing Nebraska State Statutes (LR370, 2022) to identify boundary descriptions, and areas the Legislature has determined represent a distinct place or differenciate how statutes or other requirements are enforced or used. The boundary working group meets monthly to review statutes that mention a boundary, district, or area and annotate any recommnedations or notes for the GIS Council to review and make future recommendations to the Legislature.


Parcel Standard Workgroup

Collaboratively identifying and establishing a standard for parcel data in Nebraska. The goal is to make the annual statewide processing easier, and provide counties a standard to point to when they have the data created in-house or through vendors.
