MINUTES

Members Present:

In the absence of the chair, Yvonne Norton-Leung, Chair, the Information Resources Cabinet meeting was called to order at 1:30 p.m. on November 2, 1998 by Greg Lemon (representing Scott Moore until his arrival just minutes later). The meeting was held in the lower level of the Governor's Residence.

APPROVAL OF MINUTES

Jon Ogden moved and it was seconded by Dennis Zimmerman to approve the minutes as posted on the web. All were in favor. Motion carried.

REGULAR REPORTS AND DISCUSSION

REVIEW OF TECHNOLOGY PLANS AND RECOMMENDATIONS TO THE NITC:

There were nine additional new proposals for IRC review and recommendations. Rick Becker proceeded with proposal presentation. A recommendation will be made to the NITC on each proposal by the IRC. After discussion and review of the proposals, the following actions were taken:

Nebraska Educational Telecommunications - Satellite Bandwidth Replacement Nebraska Educational Telecommunications - Digital Television (DTV)

No Recommendation - Outside the scope of IRC

Supreme Court - AS/400 Upgrade Supreme Court - LAN Upgrade
Nebraska Educational Telecommunications - NTSC Transmitter Replacement for KTNE-TV

Dayle Williamson moved and it was seconded by Dorest Harvey to accept the list of six "Recommended" proposals to be forwarded to the NITC for final approval. Vote: Conroy-Yes, Elliott-Y, Ogden-Yes, Dey-Yes, Harvey-Yes, Decker-Yes, Moore-Yes, Oligmueller-Yes, Schafer-Yes, Williamson-Yes, Zimmerman-Yes. Motion carried.

Discussion of IT Project Monitoring - Steve Schafer

Steve Schafer asked the IRC members for recommendations for monitoring projects. LB924 provides that the CIO shall monitor the status of major non-education state government projects. He would like to have a recommendation or beginning point for the new CIO in January. Some suggestions provided were as follows: one page report on the web; minimize reporting requirements; simplify report to the following categories problems, progress and next step; and standardize quarterly reports. Members will forward other suggestions to Mr. Schafer. Members requested that this be a future topic on the IRC agenda after the new administration is in place.

INDIVIDUAL AGENCY REPORTS

Steve Schafer brought an article from Infoworld Magazine entitled "Ensuring Accessibility - IT can help disabled users escape technology's constraints" and presented the question of how can we make our web pages more accessible. Scott Moore will put this item on the meeting agenda for the Records Board.

OTHER BUSINESS

Steve Henderson was congratulated for his recognition on being named as one of Governing Magazine's top public officials of the year for spearheading the state's drive to correct the Year 2000 problem.

NEXT MEETING DATE

Next IRC meeting will be held on December 7, 1998, 1:30 p.m. location to be determined.

Dorest Harvey moved and it was seconded by Dayle Wiliamson to adjourn the meeting. All were in favor. Motion was carried. Meeting was adjourned at 2:45 p.m.
