Yvonne Norton-Leung, Chair, called the Information Resources Cabinet to order at 1:30 p.m. on October 15, 1998. The meeting was held in the lower level of the Governor's Residence. Due to the access and linking difficulties with the agenda posted on the web, the agenda was corrected. Items to be covered will be Technology Project Risk Assessment-Action Item and the Y2K

TECHNOLOGY PROJECT RISK ASSESSMENT

By statute LB 924, all requests for new projects or additional monies are to be reviewed and approved by the NITC. Rick Becker, Government Information Technology Manager for the Chief Information Officer, provided the group with a chart that listed a brief project summary, funding summary, risk assessment tool summary, and comments. Members of the review committee were Yvonne Norton-Leung, Lyn Heaton, Tim Erickson and Rick Becker for assessment of the proposal's policy and goals. Members for the technical panel were Brenda Decker and Gerry Hurley of DOC, Walter Weir and Rick Golden of the University of Nebraska, Roger Bartlett and Max Thacker from NET. Any proposal with a GIS component was reviewed and assessed also by the GIS. Proposals that were not considered included requests for regular and incidental upgrades of hardware or software as well as proposals that would come from cash, federal or revolving funds. A total of seventeen (17) proposals were brought to the table for assessment. A recommendation will be made to the NITC on each proposal by the IRC. After discussion and review of the proposals, the following actions were taken:

Mr. Moore moved and it was seconded by Mr. Oligmueller to accept the list of "Recommended" and "Highly Recommended" proposals to be forwarded to the NITC for final approval. Vote: Boardman-Yes, Decker-Yes, Dey-Yes, Harvey-Yes, Moore-Yes, Norton-Leung-Yes, Ogden-Yes, Oligmueller-Yes, Schafer-Yes, Schmidt-Yes, Shanahan-Yes, Williamson-Yes, Zimmerman-Yes. Motion carried.

Discussion followed. Ms. Leung-Norton proceeded to a vote to amend the previous motion to include the State Patrol's Bar Coding of Evidence and Inventory proposal as a "Highly Recommended". Y2K

Steve Henderson, Information Management Systems, gave a presentation on the Y2K and Century Date Change Projects. Mr. Henderson requested input from members on the Independent Validation and Verification process and asked that members send him their suggestions. Ms. Norton-Leung presented a draft letter to the IRC members for the their review and approval. It was a standard letter that would be used to handle inquiries regarding the State's preparation for the year 2000. Discussion followed regarding procedures and protocol for such inquiries. It was by group consensus that staff could either forward these inquired on to Steve or use the draft letter as a basis to respond in writing with a copy of their response letter forwarded to Steve. Ms. Norton-Leung will present the draft to the NITC. There will be a Y2K Conference in Grand Island, November 17th.

MISCELLANEOUS

Mr. Harvey reminded and encouraged members to attend the Tech Net Symposium, October 26th-28th at Offutt Airforce Base in Omaha. An agenda for the conference was handed out to members.

Next IRC meeting will be held on November 2, 1998, 1:30 p.m. in lower level of the Governor's Mansion, 1425 H Street, Lincoln, Nebraska.
