ROLL CALL: The meeting was called to order by Rick Becker, Government Information Technology Manager, at 1:35 p.m. Thirteen of twenty voting members were present at the time of roll call. A quorum was available to conduct official business. Mr. Becker announced that public notice was given by electronic means by posting the meeting date, location and agenda via the website on August 5th.
PUBLIC COMMENT: Mike Calvert and Randy Cecrle (alternate for Glenn Morton) were recognized as new members to the council. Suggestions were given regarding public notice: 1) utilize list servers to notify persons when agenda and meeting notices have been posted, and 2) providefor public comment on the web site.
APPROVAL OF MINUTES:
Mr. Oligmueller moved and it was seconded by Mr. Williamson to approve the minutes. All were in favor. Motion carried.
T.I.N.A (Telecommunications Infrastructure Needs Assessment) Study - Tim Erickson, IDSD:
Tim Erickson, Intergovernmental Data Services provided information on the origins and necessity for the TINA study. The goals of the study coincide with the sector priorities of the NITC councils (Education, Community and Government).
Mr. Beecham and Secretary Moore arrived at the meeting.
TINA Objectives:
The TINA study fits with the statewide plan as follows:
Mr. Erickson will provide this information to the other councils. A website will be established. Questions from the council members were entertained by Mr. Erickson.
Michael Winkle, NITC Executive Director, informed the council that the NITC recommended a telecommunications study at their November 1998 meeting after reviewing the draft Skjei Report. A telecommunications study has been discussed since the inception of the NITC. The total cost for the TINA study is $267,000. The Division of Communications will fund most of the cost.The NITC has a small operating budget but has been approached to contribute $50,000 toward the cost of the study. The CIO Office will be contributing $10,000 toward the study.
Mr. Becker proposed that the State Government Council contribute $20,000 out of the Government Technology Collaboration Fund for the study. Mr. Harvey moved and it was seconded by Mr. Williamson to recommend using $20,000 from the Government Technology Collaboration Fund for the TINA Study. IMAGING, E-MAIL, AND WEB SITE REGULATIONS - Cathy Danahy, SOS Records Management:
Mr. Danahy reported that the hearing has been postponed until September 27th, 8:30 a.m. Room 1507 in the State Capitol. There are several other video conference sites arranged: Scottsbluff, North Platte, Kearney, Omaha, Grand Island and Norfolk.
On July 12th the first draft of the report was posted on the SOS website and comments are being received. The Records Office would like to have comments on comparisons to existing systems - how do the guidelines work. If anyone is interested in reviewing the ANSI standards a copy of these are available in the Records Offices.
Secretary Moore announced the upcoming E-Government workshops September 30th and October 1st. Brochures were distributed to members.
GIS - Larry Zink, IDSD:
Larry Zink provided background information on GIS. Statutory responsibilities are as follows:
Copies of Mr. Zink's presentation as well as the GIS Recommendations for the Statewide Plan were distributed to members. Questions from the council were entertained by Mr. Zink.
NIS - Mike Justus:
Mr. Justus reported that legislation was passed to conduct a Critical Design review and business case for NIS. Parts of the design include
The RFP went out with only two applicants received. A contractor has been selected, Independent Professional Management. The first report is due November 30th.
AGENCY REPORTS:
Workers Compensation Court: Mr. Cercle reported that they are pilot testing an electronic commerce project.
Natural Resources: Mr. Williamson reported that the NRC, as requested by the GIS Steering Committee, is looking into a potential pilot project for developing a hydrographic database for Nebraska that meets national standards. This includes developing a stream network, identify stream reaches, and delineate watershed boundaries drawn to 1:24,000 scale. The project will be undertaken in cooperation with various state partners (Roads, DEQ, DWR) and the U.S. Geological Survey.
OTHER BUSINESS:
Mr. Becker announced that the Draft Statewide Technology Plan is posted on the NITC website. Mr. Schafer would like comments on the Draft Process for Adopting Standards and Guidelines document. Mr. Becker also reported that the CIO Magazine's recognized the DED website.
