ROLL CALL AND MEETING NOTICE

The Chair, Steve Schafer, called the meeting to order at 1:30 p.m. Roll call was taken. There were eleven voting members present. A quorum existed to conduct official business. Mr. Schafer stated that the meeting notice and agenda were posted to the NITC and Public Meeting Calendar Web sites on August 2, 2001.

Mr. Shanahan and Mr. Danigole arrived at 1:35 p.m.

PUBLIC COMMENT

There was no public comment. Mr. Schafer welcomed Vernon Jiles, State Military Department to the council meeting.

APPROVAL OF JUNE 14, 2001 MINUTES

Mr. Schafer made the following corrections:

  • Under the DEQ presentation, in the first bullet sentence change the word “my” to “by”, and
  • Approval of May 20, 2001 minutes should be changed to Approval of May 10, 2001 Minutes.

Mr. Harvey moved to approve the minutes as corrected. Mr. Starr seconded the motion. All were in favor. The motion was carried by voice vote.

Mr. Hoffman and Mr. Steele arrived 1:32 p.m.

NIS UPDATE
Jeff Elliott, NIS Project

A minor change was made to the agenda. Due to another commitment, the NIS Update was moved after the minutes.

Mr. Elliott reported that contract negotiations are still occurring. The Scope of Work and the RFP are being combined into one document. Lawyers are also reviewing the document. It is anticipated that the negotiations will soon be concluded.

Mr. Elliott entertained questions and comments from the Council members.

Mr. Overton arrived at 1:38 p.m.

FORMS REVISIONS FOR STATE AGENCIES - AGENCY COMPREHENSIVE INFORMATION TECHNOLOGY PLAN (PDF 142k)

Mr. Schafer reviewed the changes and additions to the document. The Work Group recommended April 1st as the deadline for agencies to submit their I.T. plans. Minor changes and suggestions were made to the document. The Council accepted the Agency Comprehensive Information Technology Plan form as presented with the minor changes.

Mr. Schafer reviewed the changes and additions to the document. Minor changes and suggestions were made to the document. The Council accepted the Project Proposal Form document with the minor changes.

UPDATE - ASSISTIVE TECHNOLOGY

The Technical Panel will be reviewing the Checklist at their next meeting.

UPDATE - SECURITY ARCHITECTURE WORK GROUP

The first draft of the security handbooks and templates for users is almost complete. When completed, the handbooks will be posted on the NITC web site for input. If interested, the members were invited to participate in the Work Group.

UPDATE - E-GOVERNMENT ARCHITECTURE WORK GROUP

The Work Group has not met for past few months. The draft document was developed and posted for public comment and feedback. A grant will be submitted to the Government Technology Collaboration Fund to hire an outside consultant to assist with the work that needs to be done to complete the project.

UPDATE - DIRECTORY SERVICES WORK GROUP

IMServices is testing active directory root for state government and should be available by end of the month.

UPDATE - LOTUS NOTES COLLABORATION WORK GROUP

The Charter was tabled until the October State Government Council meeting.

UPDATE - BUSINESS PORTAL-PROGRESS REPORT (PDF 330k)

A progress report was submitted to the Governor and is available on the NITC web site. The results of the 2001 Digital State Survey were distributed to members. Nebraska’s ranked fifth place in the nation for social services; twenty-five in Electronic Commerce; with an overall ranking of 16th in the nation.

Nebraska Online representatives provided an update and presented a prototype of the business portal. NOL is in the process of verifying information submitted on forms inventory. If there are additional forms that needed to be added from agencies, these must be submitted as soon as possible. Focus groups will be utilized to provide feedback and input, as well as well as an on-line survey for feedback. A copy of the on-line survey was distributed to members for their input and suggestions. Members were asked to visit the web site and provide input by end of September in order to make revisions in preparation for target release date of December 1st.

UPDATE - LICENSING ISSUES

No progress to report. The Work Group is waiting on Microsoft to send requested information regarding licensing issues.

AGENCY REPORTS

Department of Roads. The wireless project is on hold. The agency is working with the Division of Communications and the Public Service Commission regarding state statutes and the wireless communication efforts.

Revenue. An E-commerce activities report was distributed. It is anticipated that the 1040N form should be available for electronic filing next tax season.

Department of Labor. As of July 1, remote initial claims centers (telephone) for unemployment were implemented.

OTHER BUSINESS

There was no other business.

NEXT MEETING DATE AND ADJOURNMENT

The next meeting of the State Government Council Work Groups is September 13, 2001, 1:30 p.m. The next full State Government Council meeting is October 13th, 2001, 1:30 p.m.

Mr. Schafer adjourned the meeting at 3 p.m.
