Roll Call and Meeting Notice

The chair, Steve Schafer, called the meeting to order at 1:35 p.m. Roll call was taken. There were eleven (11) voting members present. A quorum existed to conduct official business. Mr. Schafer stated that the meeting notice and agenda were posted on June 30, 2000 on the NITC and Public Calendar Web sites.

Public Comment

There was no public comment.

Approval of Minutes for June 8, 2000 meeting

Mr. Overton moved to approve the minutes as presented. Mr. Henderson seconded the motion. All were in favor. Motion was carried.

Mr. Shanahan and Mr. Oligmueller arrived at 1:37 p.m.

Government Technology Collaboration Fund (1998)

Extend deadline for project funding for the CCPE –Carna Pfeil, Associate Director of Finance, for the Coordinating Commission for Postsecondary Education, reported that the database has been developed and is on their server. Institutions have been populating the database but there have been some problems with data conversion. Reports or statistical information cannot be generated without the assistance of a programming consultant. The ultimate objective is to have internet access to enable institutions to do data entry and reports. Extra time and expertise is needed to complete the project. Ed Bogart has been hired to assist with the project. The grant was funded for $60,145. Expenditures thus far total $24,776. The expected cost for the consultant would be less than $25,000. The work must be done within the next six months for submission of budget recommendations.

Mr. Conroy moved to extend the deadline until December 31st with the intent for the legal requirements to be completed by October 15th. Mr. Dey seconded the motion. Roll call vote: Henderson-Yes, Ogden-Yes, Overton-Yes, Gettemy-Yes, Shanahan-Yes, Conroy-Yes, Morton-Yes, Dey-Yes, Oligmueller-Yes, Steele-Yes, Schafer-Yes, Wagner-Yes, Bansal-Yes. Motion was carried.

Updates

NITC's June meeting

Mr. Schafer reported that the NITC commissioners met in Lexington, Nebraska on June 22nd, 9:30 a.m. In addition to the council reports and a demonstration of the new State and NITC web sites, the following action items were approved:

  • The recommendation for Project Status Reporting Guidelines and Format.
  • The proposed modification of Education Council charter regarding staggered terms and the membership nominations to replace recent resignations.
  • The State Government Council's Government Technology Collaboration funding recommendations with the addition of the Volunteer Service Commission's grant project.
  • The nomination of Dr. Christy Horn on the Technical Panel.
  • The reappointment of Michael Winkle as the NITC Executive Director for another term.

E-government strategy action item

Mr. Schafer distributed a document entitled "E-Government State Government Council Strategy Update". Points of interest and discussion were as follows:

  • The term "applications" – use "interactions with citizens", or strategies or foundations
  • Digital divide needs to be addressed
  • Need to do more public education and awareness to the public where there is free public access – promote libraries, etc.
  • Language issues
  • Find commonalities – future needs
  • Utilize focus group of citizens to see what they would like state government to do as services (possibly use the Community Council)
  • Need to communicate our vision to policy makers – show what the world could be like

It was by group consensus to conduct a ½ day session to discuss future strategy. The session will be held on Tuesday, August 1st a.m. Member who volunteered to help set the agenda and outcome for the session were Rod Armstrong, Gerry Oligmueller, and Steve Henderson.

Agency comprehensive information technology plans

Mr. Becker reported that 41 of 80 agencies have submitted their I.T. plans. Some agencies have contacted the office about getting their plan in late. A follow-up letter will be sent to those agencies that have not contacted the office about their plans. The office will be conducting the following tasks with the plans:

  • Developing a summary of each agency’s plans (will be available on our web site)
  • Post entire plan on our web site
  • Summations and tabulations of data
  • Compiling information of e-commerce/government (Section 4-B)

Members were invited to provide input. Discussion followed regarding the need to develop a strategy to inform and make policy makers aware of this information, especially Appropriations and Transportation Committees. It was suggested that an informal session be held of I.T. persons who submitted plans to discuss best practices, etc. for the next go round.

Budget request review process and timeline

The NITC at their June 22nd meeting indicated by group consensus to form a review committee comprised of council members. At its November 6th meeting, the NITC will review and make decisions regarding a final prioritized list of appropriation requests. The meeting date for the committee to review and prioritize budget requests has been set for October 30th. The Council will need to determine who will be the State Government Council's representatives on the committee.

Agency Reports

Revenue – Mr. Gettemy distributed a report on e-commerce numbers.

Natural Resource Commission - Mr. Bansal reported that the Natural Resources Commission and the Department of Water Resources have merged into one agency called the Department of Natural Resources.

Workers Compensation - Mr. Morton reported that as of July 1st claims are required to be filed electronically and within a year, it is projected that coverage reports will be done electronically.

Other Business

There was no other business.

Next Meeting

In lieu of an August meeting, the council will conduct a working session to discuss E-government on August 1st.
