CALL TO ORDER, ROLL CALL AND NOTICE OF POSTING

Ms. Decker called the meeting to order at 1:35 p.m.Roll call was taken. A quorum was present.The meeting notice was posted to the NITC Website and the Nebraska Public Meeting Calendar on April 15, 2005. The meeting agenda posted to the NITC Website on May 9, 2005.

PUBLIC COMMENT

There was no public comment.

Due to the hailstorm in Hastings the previous evening, Lieutenant Governor Sheehy was not able to attend the council meeting.

APPROVAL OF APRIL MINUTES

Ms. Decker would like to list in the minutes the guests that were in attendance at the last meeting for the basic email demonstration.

Mr. Dey moved to approve the April 14, 2005 minutes with the addition of the guests listed. Mr. Flanagan seconded. Roll call vote: Conroy-Yes, Ogden-Yes, Decker-Yes, Falconer-Yes, Flanagan-Yes, Ptacek-Yes, Shanahan-Yes, Morton-Yes, Ohmberger-Yes, Key-Yes, Scofield-Yes, and Wagner-Yes. Results: 12-Yes, 0-No. Motion carried.

PREVIEW OF REVISED NEBRASKA.GOV WEB SITE

On Tuesday, the State Records Board approved the website with the name change to Nebraska.gov. This is the tenth anniversary year of the website. For the search feature, the Google Search engine is being utilized. The site contains links to various directories within state government. State agencies are listed on side bar for easy access. Digital democracy provides citizens an opportunity to interact with state government through online services. These services will be listed on the website and citizens will be given different options to access the services - listed by agency or alphabetically, etc. There will be a link at the bottom of the home page that will convert website to all text. The target launch date is set for June 1st.

UPDATE: SHARED SERVICES

There is a link to the Shared Services work group on the NITC website quick links. All meeting notices and notes will be posted.

Blackberry. Ms. Scofield distributed three documents: “What Blackberry Is(PDF 16k) , Nextel Coverage Map area, and Draft Rates (PDF 7k). The estimated costs are for data only. Some costs still need to be determined. Once finalized, the information will go out to agencies. If agencies are interested in Blackberry, they are to contact the IMS Help Desk as soon as possible. Charges will be reflected on the DOC billing.

A briefing on shared services was given to the Legislature’s Government Committee. They are very interested and want regular updates.

REGULAR UPDATES

Security Work Group. Ms. Decker has been contacted by the State Patrol regarding the establishment of a CERT Team. The State Patrol would like to propose partnering with agencies for loaning I.T. professionals. No formal decisions have been made but discussions will continue.

E-mail Work Group, Rick Becker: The new basic e-mail product is in production.There are over 300 users on the new e-mail system. We are currently moving those on the old system to the new product.

Enterprise Licensing, Kevin Keller. The deadline for agencies to submit information for IBM software renewals is 5 p.m., Friday, May 20th. Other information needed for IBM will be sent to agencies next week.

Online Business Registration Project Work Group, Rod Armstrong. A subcommittee has met. It was decided to develop a basic website that would guide citizens through some basic questions and then direct them to the appropriate agency websites.

AGENCY REPORTS

Health and Human Services Systems, Jim Ohmberger. The agency has put an RFP out for a new information system.

Department of Corrections, George Wells. The agency has put an RFP out for an electronic records system.

OTHER BUSINESS

A question was raised regarding the NIS CAMS (capital asset management system) project. The NIS team is still working on this project. Members requested that the NIS team provide an update at the next meeting.

The Nebraska State Government Directory is moving from VM to NIS. Agencies will be able to add new employees into the state government directory database, as well as delete employees who leave the state.

Ms. Decker announced that DOC bid out local voice services for the state except for the City of Lincoln. An intent to award has been issued for some parts of the state. Chadron and Wayne have not been awarded yet. Most of the bids came in higher than current costs. The Division of Communications will be working with agencies.

Government Technology Magazine has contacted Ms. Decker. They sponsored last year’s e-government conference and were inquiring about Nebraska’s interest to host another fall conference. Council members felt it would be beneficial. Ms. Decker will follow-up and continue communications.

National Surveys. As surveys are received, Ms. Decker will review. Council members may be asked for their assistance. In addition, we will be sending an informal survey to agencies regarding current services.

Mr. Dey moved to adjourn the meeting. Mr. Conroy seconded the motion. All were in favor. Motion carried.

The meeting was adjourned at 2:35 p.m.

Lieutenant Governor Sheehy will address the council at the next meeting to be held on Thursday, June 9, 2005 at 1:30 p.m.
