ROLL CALL AND MEETING NOTICE

The chair, Steve Schafer, called the meeting to order at 1:35 p.m. Roll call was taken. There were ten members present at the time of roll call. A quorum existed to conduct official business. Mr. Schafer stated that the meeting notice was posted on the NITC and Nebraska Public Meeting web sites on March 1, 2001.

PUBLIC COMMENT

There was no public comment.

APPROVAL OF FEBRUARY 8, 2001 MINUTES

Mr. McGee moved to approve the minutes as presented. Mr. Williamson seconded the motion. All were in favor. Motion was carried by voice vote.

GOVERNMENT TECHNOLOGY COLLABORATION FUND (2000): INTERNET LICENSING GRANT, IMS

Jerry Brown and Lori Schlidt, IMS presented information on follow-up items regarding Licensing Templates versus Outside Application from last month’s meeting.

Mr. Curtis and Mr. Shanahan arrived at 1:34 p.m.

Three products were suggested by other states: License 2000 (HHS has a license), LicenseEase and Compaq. Compaq had not sent their information. Analysis was focused on License 2000 because HHS has a license already.

Mr. Henderson and Mr. Calvert arrived at approximately 1:41 p.m.

Questions and comments were entertained regarding: annual maintenance fee; imaging software; enterprise perspective and challenges

Mr. Lemon arrived at 1:47 p.m. Mr. Curtis left at 1:55 p.m. Mr. Overton was present as his alternate.

Five issues arose from discussions:

  • standardizing a commercial package
  • inclusion of backend or frontend or both
  • vendor relationship – training and maintaining of applications
  • pilot projects to be used – HHS has volunteered
  • phase II of grant – proceed or not

The E-government Architecture Work Group of Technical Panel could address the first three issues. HHS has volunteered to be the pilot project. After discussion, it was agreed to form a small subcommittee to conduct an analysis, develop a proposal and bring forth a recommendation to the Council. Representatives from HHS, IMS, NOL and Environmental Quality would serve on the committee.

Rod Armstrong provided information and background on what NOL has done in the area of licensing.

Mr. Williamson left at 2:30 p.m.

UPDATES ON WORK GROUPS

For updates, members were asked to refer to the NITC web site.

STATEWIDE TECHNOLOGY PLAN - UPDATING SGC PRIORITIES AND ACTION ITEMS

The first statewide technology plan was completed a year ago. Statutes states that the plan must be updated annually by July 1st. Council members were asked to review priorities and action plans at next month’s meeting. The following members volunteered to review the priorities and action items and have a draft document ready to discuss at next month's meeting: Steve Henderson, Jon Ogden, Bob Shanahan and Jim McGee.

AGENCY REPORTS

Roads – Mr. Ogden reported that the RFP for the Automated Routing and Permit System is on the web site.

OTHER BUSINESS

Jerry Brown, IMS, announced that an E-government I.T. Fair is being held as a follow-up to the Governor's Conference. The fair is scheduled for May 16th at the Cornhusker Hotel. Agencies were invited to have an informational booth with demonstrations and are to let IMS know within the next couple of weeks.

NEXT MEETING AND ADJOURNMENT

Mr. Schafer adjourned the meeting at 3:15 p.m. The next meeting of the State Government Council will be held on Thursday, April 12, 1:30 p.m. at the State Office Building, Conference Room 6Z, in Lincoln.
