ROLL CALL AND MEETING NOTICE

The Chair, Steve Schafer, called the meeting to order at 1:35 p.m. There were nine voting members present at time of roll. A quorum was not present. The meeting proceeded with informational items until a quorum was present. Mr. Schafer stated that the meeting notice posted to the NITC Website and Nebraska Public Meeting Calendar web sites on January 11, 2002. The
meeting agenda posted to the NITC Website on February 7, 2002.

PUBLIC COMMENT

There was no public comment.

APPROVAL OF JANUARY 10, 2002 MINUTES

Tabled until a quorum was present.

STATEWIDE TECHNOLOGY PLAN 2002 UPDATE

Timelines and State Government Council Priorities. Statute requires that the Statewide Technology Plan be updated annually. The update is due July 1st. The Council are responsible for reviewing and updating the Council’s Priorities. Existing priorities and process to update for the statewide plan were discussed. After discussion it was agreed by group consensus to have staff further develop the priorities and bring to the next meeting.

ENTERPRISE CONTENT MANAGEMENT
Kevin Keller, Information Management Services

IMS received a Government Technology Collaboration Fund grant to work on content management. A consultant from IBM will interview several agencies, NOL, and the University of Nebraska as well. The study is scheduled to begin in March.

Members are to contact Mr. Keller if they’d like their agency to be involved. Department of Road expressed an interest.

REGULAR UPDATES

Business Portal, Rod Armstrong. The project is very near to launching the new web site. It was presented to the Chamber of Commerce last week. (www.nol.org/business/).

Electronic Forms Automation Draft White Paper (PDF 87k), Rod Armstrong. The Work Group explored different options, put out an RFI and compiled the recommendations. The following table summarizes the suggested approach:

Level III could be an enterprise approach. Mr. Armstrong asked if the State Government Council wants to endorse options for Levels I and II (not necessary as a standard).

It was agreed to have the staff further develop Levels I and II as a proposed standard and bring back to the council.

Lotus Notes Collaboration Work Group. Nothing new to report.

NIS Project. The Steering Committee will meet next Wednesday

Retention Schedule for Email, Websites, and Images. No report. Alan Albers, distributed a handout titled “HHSS Secure Email Issues” and provide a brief overview. Mr. Albers asked the Council if it should consider secured email services issues. Mr. Becker will organize a group of interested members to begin discussions.

AGENCY REPORTS

Revenue, Mr. Gettemy. The tax season is underway - 92,747 mail-in returns, 24,321 tele-file returns, and 1,942 internet returns have been filed for a total of 119,010 returns.

Labor. Without publicizing, 10% of employers are using the online Unemployment Quarterly Income Report. An ftp site was implemented for January filings and 88,000 records were provided. A new site is being tested for job service and job matching. The anticipated launch date for the web site is in March.

Criminal Justice. Software Unlimited will be available to county’s to do case management and data exchange within the year. CJIS is utilizing Datamart for protection order registries. Transportation models are available for law enforcement.

Natural Resource. Online water registration is now available.

Workers Compensation Court. The agency is working on two projects. One is extranet access to provide limited data to the insurance claims administrators. The second is Phase 2 of the EDI (Electronic Data Interchange) project.

OTHER BUSINESS

There was no other business.

NEXT MEETING DATE AND ADJOURNMENT

The next meeting of the State Government Council will be held on Wednesday, March 13, 2002 at 1:30 p.m. The location will be determined.

Mr. Schafer adjourned the meeting at 3:07 p.m.
