ROLL CALL/INTRODUCTIONS
In the absence of the co-chairs, the meeting was called to order by Anne Byers, Community Information Technology Manager, for the Office of the Chief Information Officer and the Nebraska Information Technology Commission. Roll call was taken. There were seven members present (one member via telephone conference). A quorum did not exist to conduct official business. Members present held a working session meeting.
NOTICE OF POSTING OF AGENDA
Ms. Byers stated that the meeting announcement was posted on the NITC and Nebraska Public Meeting Web site on May 24, 2000. The agenda was posted on the NITC Web site and Nebraska Public Meeting Web site on May 30, 2000.
APPROVAL OF MINUTES
No action was taken on the May minutes.
PUBLIC COMMENT
There was no public comment.
NITC UPDATE - Anne Byers
USF White Paper – The NITC has prepared a white paper for the Western Governors' Association - High Technology Council entitled Access to Information Technology and the Effect of Universal Service Policies in Rural Nebraska. The report is available as a PDF document on the NITC Web site.
NITC Meeting - The next NITC meeting is scheduled for Thursday, June 22nd at 9:30 a.m. in Lexington. Information is posted on the NITC web site.
Electronic NITC Newsletter – went out yesterday to the NITC and its councils membership list. Members were asked to provide feedback to the office. Mr. Hedquist suggested sending a notice to the League of Municipalities that the newsletter is available. Members were also encouraged to forward the newsletter to their constituents.
MEMBERSHIP
Nominations are needed for the agriculture and small business sectors. Two members will be resigning from the health sector – Dr. Reba Benschoter and Rick Nolan. Ms. Byers would like to receive nominations for approval by the NITC at their November meeting.
COMMUNITY TRAINING WORKING GROUPS - Anne Byers
Committee members Lance Hedquist, Sue Volk, Jeanne Saathoff and Craig Schroeder held a conference meeting call with Michael Winkle and Anne Byers of the Office of the CIO/NITC. The Committee recommended using the Information Age Report Card with the addition of a GIS category. Regular reports will be made to the Community Council. Topic areas would include the following: Community Leadership, Economic Development, E-Commerce, Public Access, Education, Library Resources, Health Care, Technology Training, Cable, Local Government, GIS, Arts and Humanities. Each topic area will focus on the following: identify programs and resources; identify best practices; develop guidelines/reports; and develop scalable models with price tags. In the working sessions, members assisted with the identification of programs and resources, as well as best practices for the topic areas of Community Leadership Economic Development, E-Commerce and Public Access. The group worked on identifying model programs and resources.
NEW STATE HOME PAGE - Rod Armstrong, Nebraska On-Line
Mr. Armstrong provided a demonstration of the new state home page. He stated that this was and on-going project and invited members to provide feedback and suggestions for improvement. The State Records Board will approve the new state home page before it is posted.
TELEHEALTH FEASIBILITY STUDY UPDATE REPORT - Dr. Keith Mueller, UNMC
Dr. Mueller introduced Alan Diener as the principal investigator for the study. An intern has been hired to assist with the study and will begin next week. It is projected that the survey instrument draft will be available the week of June 12th. Data collection will occur from June to Mid August with the final report done by mid October. Members provided Dr. Mueller and Mr. Deter with suggestions and comments.
NEW BUSINESS
Ms. Boyle announced that on Monday the FCC will have a news release containing the results of the FCC 706 hearings, as well as to inform the public that an interactive survey will be posted on their Web site to gather more information on advance broadband services. The Web site address is www.nrri.ohio-state.edu/broadbandsurvey.php.
NEXT MEETING LOCATION
The next meeting of the Community Council will be held on Friday, July 7th , 1:30 p.m. in the State Office Building, Lower Level Conference Room "A" located at 301 Centennial Mall in Lincoln, Nebraska.
