TECHNICAL PANEL

APPROVED MINUTES

MEMBERS PRESENT:
Mike Beach, NETC; Brenda Decker, Department of Administrative Services; Christy Horn, University of Nebraska-Lincoln; Walter Weir, University of Nebraska; and Mike Winkle, NITC

MEMBERS ABSENT:
Steve Schafer, CIO, State of Nebraska

ROLL CALL AND MEETING NOTICE

The chair, Walter Weir called the meeting to order at 9:05 a.m. Roll call was taken. There were four members present at the time of roll call. A quorum existed to conduct official business. Mr. Weir stated that the meeting notice and agenda were posted to the NITC and Public Meeting calendar web sites on May 1, 2001.

PUBLIC COMMENT

There was no public comment.

APPROVAL OF APRIL 10, 2001 MINUTES

Mr. Winkle moved to approve the April 10th minutes as presented. Ms. Decker seconded the motion. Roll call vote: Beach-Yes, Decker-Yes, Weir-Yes, and Winkle-Yes. Motion was carried by unanimous vote.

STATEWIDE TECHNICAL PLAN UPDATE - SECTION 3

Ms. Horn arrived at 9:07 a.m.

By statute, the statewide technology plan must be updated annually. The updated statewide plan will be will reviewed for approval by the NITC at their June 13th meeting. Changes must be made prior to the next Technical Panel meeting. Mr. Becker proposed sending an edited document with links and strike outs to the panel members for their review. The 8 architectures need further development and the following sections were assigned to the members:

Application Architecture: Mr. Weir

Collaboration and Workflow Architecture: Mr. Becker

Data and Information Architecture: Mr. Weir

Electronic Commerce: Mr. Schafer

Hardware Platform Architecture: Mr. Henderson

Network Architecture: Ms. Decker

Security Architecture: Mr. Schafer

Systems Management Architecture: Mr. Beach will work on the verbiage regarding the Help Desk. Mr. Weir will work on archiving and storage. Mr. Schafer will work on disaster and security.

Accessibility Architecture (new section): Ms. Horn

Video Architecture (new section): Mr. Beach

Proposed timelines for completion of tasks:

5/29 – Deadline for members to get changes and drafts to Mr. Becker

6/1 – Deadline for Mr. Becker to get revisions back to Technical Panel member for final review

6/6 – Schedule date to send materials to the NITC for the June 13th meeting

NIS (Nebraska Information System) PROJECT UPDATE

On May 3rd, Mr. Conroy sent the Technical Panel’s comments to J.D. Edwards. A draft will be ready by May 10th for review by the Technical Panel on May 17th, 1:30-5:00 p.m. The NITC is having a special meeting on May 23rd for the NIS review.

REGULAR INFORMATIONAL ITEMS AND WORK GROUPS UPDATE

Wireless Project. Ms. Decker reported that Technical Panel will review the RFP at the special meeting on May 17th. The timelines for the project have been changed. The release date is now scheduled for October 9th instead of August 9th.

Network Architecture. The NETCOM RFP has been releases. There will be a pre-bid meeting on May 18th, 1:30 p.m., at the Nebraska Center for Continuing Education-Columbus Room in Lincoln.

Security Architecture. Mr. Schafer was not available to report.

Assistive Technology. Ms. Horn is working with Mark Schultz on the federal checklist to categorize into different areas. The work group has not met recently.

E-Government Architecture. Mr. Becker reported that a draft document is available for comment. Members were asked to provide Mr. Schafer with comments on the draft.

Video Standards. Mr. Beach reported that the work group has researched all but two standards. John Horvath is retiring. The Education Council will need to recommend someone to serve on the Work Group.

OTHER BUSINESS

The Nebraska Distance Learning Conference will be held on June 4, 5 and 6th In Grand Island. Ms. Horn, Mr. Weir and Mr. Emal will be doing presentations. Mr. Weir will get a draft of the presentation to members for their input and suggestions.

NEXT MEETING DATE AND ADJOURNMENT

There will be a Special Meeting of the Technical Panel to review the NIS Implementation Plan and Wireless RFP on May 17th, 1:30 p.m. The regular meeting of the Technical Panel will be held on June 12, 2001, 9:00 a.m.

The Chair, Mr. Weir, adjourned the meeting at 11:04 a.m.
