CALL TO ORDER, ROLL CALL AND NOTICE OF MEETING

Mr. Henderson called the meeting to order. There were 12 voting members present at the time of roll call. A quorum was present. The meeting notice was posted to the NITC Website on September 15, 2005 and the Nebraska Public Meeting Calendar on October7, 2005. The agenda was posted to the NITC Website on October 7, 2005.

PUBLIC COMMENT

There was no public comment.

APPROVAL OF SEPTEMBER MINUTES

Mr. Dey moved to approve the September 8, 2005 minutes as presented. Mr. Ogden seconded. Roll call vote: Burling-Yes, Conroy-Yes, Ogden-Yes, Decker-Yes, Gettemy-Yes, Spindler-Yes, Daws-Yes, Cecrle-Yes, Ohmberger-Yes, Dey-Yes, Wilcox-Yes, and Scofield-Yes. Results: Yes-12, No-0. Motion carried.

SECURITY AND BUSINESS REDEMPTION

NITC Directive: Restoration Timeline and Priority

At their September meeting, the NITC issued a directive to the State Government Council to recommend policies regarding security and business redemption for state government in the event of a disaster. An invitation will be forthcoming. The State Government Council will make a recommendation to the NITC. The NITC will then make a recommendation to the Homeland Security group.

Mr. Shanahan and Mr. Overton arrived.

STATEWIDE TECHNOLOGY PLAN

NITC INITIATIVES – ACTION ITEMS (PDF 307k)

At the September meeting, the NITC approved Version 1 of the Statewide Technology Plan that included eight strategic initiatives. Version 2 will include action items pertaining to each initiative. Each of the councils will be involved in developing the action items. After discussion, council members recommended having a work session to review and discuss the action items.

Ms. Decker arrived.

REGULAR UPDATES

Online Business Registration Project Work Group. No one was available to provide a report. Staff will follow-up to have an update for the next meeting.

Security Work Group, Steve Hartman. The work group had a meeting this morning and will continue to meet on regular basis.

Email Work Group. The Department of Labor, Department of Revenue and the Nebraska State Patrol are all certified. The Department of Environmental Quality has expressed interest. Sharing of address books is active and agencies can now access information for all state and University staff. Appliances are currently being tested for anti-spam options.

AGENCY REPORTS

Secretary of State. Eighty (80) counties are now completed on the voter project. It is hoped that the project will be done by end of the year.

OTHER BUSINESS

Nebraska Fusion ’05 Where Government and Technology Meet Conference, will be held on November 15, 2005, at the Embassy Suites in Lincoln. The opening keynote speaker will be Richard Varn, Senior Fellow for the Center for Digital Government and former CIO, Iowa State. He will be speaking on the last 50 years of technology. Registration is free. The following tracks will be offered:

NEXT MEETING DATE AND TIME AND ADJOURNMENT

The next meeting of the State Government Council will be held on Thursday, November 10, 1:30 p.m. The location will be announced at a later date.

With no further business, Ms. Decker adjourned the meeting at 2:14 p.m.
