Yvonne Norton-Leung, Chair, called the Information Resources Council to order at 1:30 p.m. on July 6, 1998. The meeting was held in the Governor's Mansion.

BRIEFINGS AND PUBLIC COMMENT

Interactive Map Project Steve Rathje and Rich Kern gave a presentation on the Interactive Map Project. The Interactive Map Process can be accesses with a web browser that performs a number of special features. The Natural Resources Commission gets their information from a variety of sources including the Water Resources Department and the website is updated about four times a year. The Interactive Map project has many features including a zoom button, to look at specific sites in the state of Nebraska. The project can locate certain facilities in the Nebraska area, for example large rivers and small streams, as well as registered wells. This project can serve many purposes, for example it could be useful in mapping areas for zoning and planning purposes. Steve Rathje also added it could be useful to map out the spread of diseases and health problems, as well as determining the structures of the Platte River and flood planes.

REGULAR REPORTS AND DISCUSSIONS

State Records Board

Secretary of State Scott Moore stated that the Statistical Reports would be up later this month.

Web Link Criteria

The disclaimer for "Outside Links" on web pages was taken to the State Records Board. Action will be taken on the next IRC agenda, after Nebrask@Online looks at the disclaimer. The Secretary of States office is collecting the number of hits on State Government WebPages. Anyone wishing a copy of this list needs to contact Scott Moore or Sam Somerhalder of Nebrask@Online.

Legal Issues Work Group The committee members have had one meeting and additional members will be Diana Brunning and someone from the Attorney Generals Office. Tom Wakley, DMV, has been contacted. Leung said she would try to post a memo each moth on the web site to inform and warn the agencies of emerging legal and issues that will be discussed.

Government Technology Collaboration Fund Leung encouraged members to look at the web site on the Government Technology Collaboration Fund. Yvonne Norton-Leung informed the IRC that the project was approved by the NITC at the June 6, 1998 meeting at University of Nebraska at Omaha. By now everything should be linked with in the site and if any small agencies have questions, they should contact her office directly. All applications are due in by August 15, 1998 to the Chief Information Officer.

E-mail Project

Tom Conroy is working with Bill Miller form Communications on the E-mail project. This project is designed to link four State Government e-mail services together. This group includes Exchange, Office Vision, Lotus and Notes. The project is on schedule and on July 1, 1998 agency pilots testing began. Leung inquired about a possible search function header of alphabetical letters to narrow a search faster for State employees phone directory. Tom Conroy said the project will supply a complete list of all State Agency E-mails and will scale up to all starter agencies.

Technology Planning and Budget

Gerry Oligmueller informed the IRC Council that the revised copy of the Technology Planning and Budget is currently up on web site. This site can be accesses via the NITC webpage and the IRC webpage. Some revisions that were made include three screens to up grade as well as other special features allowing direct access.

Report on National Activity: WGA/NGA

Yvonne Norton-Leung stated that she and Bill Miller will be attending the Western Governors Association in the first week in August along with three Dept. of Roads employees. At this convention they will discuss Fiber Optics right-of-way issues. The State of Nebraska will be looking for a Fiber Optics vendor for the whole state later in this year. The project is currently on hold due to State of Minnesota litigation with the FCC.
