CALL TO ORDER, ROLL CALL AND NOTICE OF MEETING

Ms. Decker called the meeting to order.  There were 13 voting members present at the time of roll call.  A quorum was present.  The meeting notice was posted to the NITC Website and the Nebraska Public Meeting Calendar on November 30, 2005.  The agenda was posted to the NITC Website on January 9, 2006.

There was no public comment.

 

APPROVAL OF OCTOBER 2005 MINUTES

Mr. Harvey moved to approve the OCTOBER 13, 2005  minutes as presented.  Mr. Dey seconded.  Roll call vote:  Conroy-Yes, Ogden-Yes, Decker-Yes, Gettemy-Yes, Gittens-Yes, Harvey-Yes, Shanahan-Yes,  Cecrle-Yes, Dey-Yes, Wilcox-Yes, Scofield-Yes, Wells-Yes, and Miller-Yes.  Results:  Yes-13, No-0.  Motion carried.

Mr. Brian Stevenson, new General Manager for Nebraska.gov, was introduced.

Mr. Overton, Mr. Daws, Mr. Ohmberger and Mr. Wagner arrived.

 

STATEWIDE TECHNOLOGY PLAN - NITC STRATEGIC INITIATIVES - ACTION ITEMS* (PDF 78k)

E-Government.  Discussion occurred regarding electronic signature verification. Use of directory services for employee verification and authentication is manageable but with the general public it becomes more difficult. The Department of Natural Resources would like to be a partner in a collaborative effort. After discussion, it was recommended to assign the issue to the Shared Services Work Group or Directory Services Work Group to explore, investigate, and define a business case.  It was recommended to include electronic signature verification as a future action item.

State Government Efficiency. Discussion occurred regarding virtual servers.  Ms. Decker stated that if there was anyone interested in leading this effort the Office of the CIO would facilitate. Mr. Cecrle volunteered to take the lead. Suggestions for this section of the action items:

  • Include Blackberry as a completed action item.
  • Under Shared Services, include Virtual Servers
  • Mr. Shanahan left the meeting.

    Security and Business Resumption.  Recommended change for this section was to include a statement defining what is meant by the terms business continuity, business resumption and disaster recovery.

    Mr. Harvey moved to approve the revised action items with the caveat that council members review the revised documents electronically prior to forwarding to the NITC for the January 27th NITC meeting.  Mr. Dey seconded. Roll call vote:  Conroy-Yes, Ogden-Yes, Overton-Yes, Decker-Yes, Gettemy-Yes, Daws-Yes, Gittens-Yes, Harvey-Yes, Cecrle-Yes, Ohmberger-Yes, Dey-Yes, Wilcox-Yes, Scofield-Yes, Wells-Yes, Wagner-Yes, and Miller-Yes.  Results:  Yes-16, No-0.  Motion carried.

    NEBRASKA.GOV UPDATE - BRIAN STEVENSON 

    Mr. Stevenson stated that over past few months there has been restructuring of the organization.  New processes and a new project management methodology have been implemented.  Two new project managers have been hired.  Agencies will be contacted soon.  He is excited about the new direction and initiatives. 

    REGULAR UPDATES

    Online Business Registration Project Work Group:  No update.

    NITC Directive: Restoration Timeline and Priority.  Mr. Henderson reported that the first meeting was held on October 21st.  The next meeting is scheduled for January 24th.  The goal of the meeting with directors is not to deal with technology issues but rather to determine which services need restoring, in what order, and how much time can they be without the services.

    AGENCY REPORTS

    Roads, Jon Ogden. The State Patrol, Department of Roads and the Public Service Commission attended a meeting organized by Larry Zink to discuss streetline address data, how it can be utilized and how can it be shared.  The agencies agreed to continue discussions.  A tentative award has been made for the enterprise management assets.  Staff will be evaluating equipment prior to making a final decision.

    Corrections, George Wells.  The Division of Communications was thanked for their work in re-wiring the server room.  There were heat and power issues in the server room and as result of rewiring have extended life of the server room

    Workers’ Compensation Court, Randy Cecrle.  An RFP will be out by end of month for the work flow consultant. He asked if anyone has tackled electronic voting for internal or external (secure) discussion threads.  Mr. Conroy commented that there has been some experiments with discussion groups on Notes.

    IMServices, Tom Conroy.  Waiting for final award to be made on the RFP for mainframe storage.  To goal of the project is disaster recovery of mainframe data (501 Building and Nebraska Hall).  The objective is have data recovery within an hour.

    Crime Commission, Mike Overton.  The agency has included the Department of Motor Vehicle in data access to law enforcement.  It has been well received.  The CJIS Conference is being held on March 1 & 2.

    Secretary of State Office, Josh Daws.  All 93 counties are on the voter registration project.  He thanked all those who assisted or where involved the project.

     

    OTHER BUSINESS

    Ms. Decker will follow-up on the NIS upgrade and interfaces. 

    The MMIS RFP bid meeting was well attended.  Two more sessions will be held.

    Mr. Becker announced that the NITC Web site will have a list of legislation relating to IT.

    LB921 is the bill introduced by Senator Schimek that will provide the CIO with oversight responsibilities for the Division of Communications and IMServices.


    ADJOURNMENT AND NEXT MEETING DATE

    The next meeting of the NITC State Government Council is scheduled for Thursday, February 9, 2006.  Ms. Decker will be out of town.  Mr. Becker will poll the members to determine whether to cancel or have a working session on that day.

    Mr. Conroy moved to adjourn.  Mr. Wells seconded the motion.  All were in favor.  Motion carried.
