CALL TO ORDER, ELECTRONIC POSTING, ROLL CALL, INTRODUCTIONS

Alan Wibbels, Co-Chair, called the meeting to order at 9:10 a.m.  Roll call was taken. There were seven members present.  There was not a quorum present to conduct official business.  Council proceeded with informational items.

APPROVAL OF THE AGENDA FOR THE AUGUST 17, 2001 MEETING

APPROVAL OF MINUTES FROM THE JULY 20, 2001 MEETING

No action taken – tabled until the September meeting.

COMMITTEE REPORTS - OPERATIONS WORK GROUP
Tom Rolfes, Education Information Technology Manager

There are vacancies in the Operations Work Group: two for K-12 and a state college representative for Higher Education.  The next meeting of the Operations Work Group is scheduled for either late September or early October.  It is anticipated that new members will be in place by the next meeting.

COMMITTEE REPORTS - TRAINING ADVISORY WORK GROUP
Tom Rolfes, Education Information Technology Manager

No report was given due to Ms. Klosterman traveling to Macy.  She will be speaking to them about the Training Advisory Work Group and their willingness to participate.

COMMITTEE REPORTS - NET DISTANCE LEARNING REPORT
Bob Huber, Nebraska Educational Telecommunications Commission

Mr. Huber distributed copies of statistical data related to satellite and terrestrial network operations.  Network 3 sites have had preventive maintenance completed for the upcoming semester. Hours of usage have increased on Network 2 and Network 3 but NVCN usage has dropped.

INTERNET 2 PRESENTATION/DISCUSSION
Dale Finkelson, UNL Information Services; John Fiene, UNO; and Rick Golden, UN Computing Services Network.

Internet2 is a consortium being led by over 180 universities working in partnership with industry and government to develop and deploy advanced network applications and technologies, accelerating the creation of tomorrow's Internet. Internet2 is recreating the partnership among academia, industry and government that fostered today’s Internet in its infancy. The primary goals of Internet2 are to:

  • Create a leading edge network capability for the national research community
  • Enable revolutionary Internet applications
  • Ensure the rapid transfer of new network services and applications to the broader Internet community.

A number of states have allowed their K-12 schools to join Internet2 as Sponsored Educational Groups.

Dr. Berndt left the meeting.

EDUCATION COUNCIL ACTION ITEMS UPDATE/LB543 INTENT LANGUAGE
Tom Rolfes, Education Information Technology Manager

Mr. Rolfes reviewed the Work Groups document to point out the vacancies:

  • Operations Work Group.  Two are needed for K-12 and one state college representative is needed for Higher Education
  • Training Advisory Work Group.  A Nebraska Tribal college representative is needed.

Council members were given the following items for their review and discussion at the September meeting:

  • LB543 Intent Language Excerpts from Agency 47 NETC – Roles and strategies that EC may undertake.  Steve Schafer, Chief Information Officer, will also be speaking with the Lieutenant Governor about this issue.
  • Education Council Action items.  These were approved by the NITC at their June meeting.  The Council will need to begin addressing a plan of action to accomplish the action items.  Mr. Rolfes will update the Action Item document and bring to the September meeting. 

The Training Advisory Work Group agreed to address the action item pertaining to the training of teachers as imperative.  It was suggested to do an inventory of what is currently happening or occurring in this area in Nebraska.

TECHNOLOGIES ACROSS NEBRASKA COMMUNITY I.T. TOOLKIT
Carroll Welte, Extension Educator, University of Nebraska Cooperative Extension

A memo to the Council from Anne Byers, Community Information Technology Manager, was distributed to members. Ms. Welte provided a brief history of the development of the Community I.T. Toolkit. The toolkit is organized around four sections:  Community Leadership and I.T. Planning; Intellectual Infrastructure; Telecommunications Infrastructure; and Applications.  The Council was asked to suggest additional resources, success stories and contacts, as well as provide information on upcoming events. The Council requested a list of the projects funded by the Community Technology Fund.  Questions and comments from the Council were entertained.

NATIONAL CENTER FOR INFORMATION TECHNOLOGY IN EDUCATION (NCITE) PRESENTATION-
Arthur I. Zygielbaum, Co-Director (Technology)

The National Center for Information Technology in Education (NCITE) is a national laboratory headquartered at the University of Nebraska - Lincoln (UNL) performing research and development, technology transfer, and training in educational technology. The Center has three primary goals 1) conduct systematic programs of basic and applied research on using technology to improve student learning and assessment, 2) develop and adapt advanced technologies in partnership with education, technology, and business, and 3) bridge research and application through demonstration, dissemination, evaluation, and education.  More detailed information on the project can be attained at the following web site: http://www.ncite.org/.

Council members commented on that the project is lacking K12 participation.  Dr. Zygielbaum reported that the center's advisory committee is looking at this and it is their intent to involved K-12 more extensively.  Questions from the Council were entertained.

NEXT MEETING DATE AND ADJOURNMENT

Mr. Linster offered to host the Education Council meeting on September 17th or 18th to coincide with Wayne State’s Technology Fair.  He suggested a later start time with a working lunch.  Representatives and vendors of the Midwest Higher Education Consortium (MHEC) will be there if members are interested in visiting with them.  Council members agreed. Mr. Rolfes will get meeting specifics out to members.
